Access to energy is fundamental to improving quality of life and is a key imperative for economic and social development. However, energy poverty is rife in developing countries and increasingly a pressure point for households in the countries of the Eastern Partnership. It is vital that governments, business and civil society better understand the dynamics of energy poverty so to develop policy to tackle the challenge.
The EaP Civil Society Fellow, Tutana Kvaratskhelia, is a senior energy policy analyst who will lead a webinar to strengthen our understanding of Energy Poverty. The webinar will draw on Tutana’s research in Georgia and on Andrii Ursta’s work in Ukraine.

Tutana Kvaratskhelia
Tutana Kvaratskhelia is a senior energy policy analyst with more than 7 years of experience in energy policy research and analysis.
During her career, she has focused on: energy poverty and energy transition in Eastern Partnership member countries, including challenges related to access to clean, secure, and affordable energy sources, protection of consumer rights, and related issues in the broader context of transition to a green economy.
She has worked on the draft National Energy Policy Document of Georgia, the Regulatory Impact Assessment of the new Energy Law of Georgia, and is actively involved in awareness-raising activities on reforms in the energy sector related to EU integration.
Andrii Ursta
Andrii is General Manager in the field of Energy Markets Development for the DiXi Group, a specialized energy policy think tank established in Ukraine in 2008.
Andrii has contributed to many analytical products, including International Energy Transparency Index, Regulatory Impact Assessments for the gas sector regulations, and the Energy Security Scoreboard.
