The Eastern Partnership Civil Society Forum (EaP CSF) launched two Calls for Applications for a Gender Consultant and a National Platforms’ Assessor of the EaP CSF.
1. EaP CSF National Platforms’ Assessor
The Eastern Partnership Civil Society Forum in line with the provisions of its Internal Reform adopted on 31 October 2018, is looking for an external consultant/ team of two external consultants to carry out the first assessment of the implementation by the National Platforms (based in Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine) of the measures stemming from the EaP CSF Internal Reform.
The Consultant’s duties, responsibilities and expected results:
- preparing a methodology and a guide for evaluation of the implementation of the Ethical Code of Conduct by each NP and all the measures requested by the Internal Reform;
- preparing questionnaires, conducting interviews, running short surveys and analysing collected data;
- liaising closely with each Code of Ethical Conduct Advisor, NP Facilitators, NP Secretariat, members, Compliance Committee members;
- assessing the portfolio of major activities of each NP against the implementation of the Ethical Code of Conduct and all the Internal Reform related measures;
- preparing NP-specific reports that briefly present the current situation, showcase good practices and offer an overview of the challenges or limitations faced by each NP in the implementation phase of the NP-related provisions of the Internal Reform;
- reporting to NPs’ facilitators and advisors, Steering Committee and its Secretariat;
- providing recommendations for the improvement of the implementation process of the NP-related provisions of the Internal Reform.

2. Developing the Gender Mainstreaming Strategy of EaP CSF
Ensuring the promotion of diversity, inclusiveness, gender equality and equity is one of the fundamental values shared by the Eastern Partnership Civil Society Forum’s members and is central to the fulfillment of EaP CSF’s mission. Currently, the Forum plans to strengthen its approach towards gender mainstreaming that will provide policy guidance and operational support to its members. To fulfill this need, the Steering Committee invites a consultant to design the Gender Mainstreaming Strategy of the Forum and its priority areas based on the input of Forum’s members.
The Consultant’s duties, responsibilities and expected results:
- Conduct a rapid gender organizational assessment based on the review of the current regulations, practices, and will identify the areas that require a strengthened approach in terms of gender awareness within EaP CSF structural units (i.e. Steering Committee / National Platforms / Working Groups / Secretariat) and their operational procedures and responsibilities. Interviews with at least eight representatives of different structural entities of the EaP CSF will be conducted.
- Propose the structure of the strategy that will include, among others, a conceptual framework, goals and strategic objectives (to be achieved within a specific timeframe i.e. 2020 – 2025), institutional settings, working and communication methods.
- Come up with recommendations on how to address current statutory or operational shortcomings that may prevent the Forum from the full implementation of the Strategy.
