The Belarusian Independent Bologna Committee (BIBC) and Ad Hoc Commission of Belarusian National Platform of the Eastern Partnership Civil Society Forum (BNP EaP CSF) released the 4th Monitor Report of the Roadmap implementation for higher education reform in Belarus for the period October 2016-January 2017. The document analysed the progress made by the Belarusian authorities in implementing the Roadmap provisions.
The report provides a list of recommendations based on a thorough assessment of the Roadmap implementation process, which focuses on the following areas:
- Structural Reforms
- Mobility of higher education staff and students and internationalization
- Lifelong learning and the social dimension of higher education
- EHEA Fundamental Values
The assessment identified that the lack of a clear legal framework and low level of transparency in the legislative process are the main causes that prevents Belarus from fulfilling its obligations regarding the Roadmap implementation.
